NEWS Driving Institutional Change: Algeria’s Justice Sector Advances Gender Equality through the Gender Equality Seal for Public Institutions Posted byMilena Leivi July 23, 2026 Training for the Gender Equality Committee of Algeria’s Ministry of Justice, 29–30 June 2026. Building gender-responsive public institutions begins with strong commitment, a shared vision, and a clear roadmap. On 29 and 30 June, members of the Ministry of Justice’s Gender Equality Committee gathered in Algiers for a training workshop on implementing the Gender Equality Seal for Public Institutions. The Algerian Ministry of Justice joined the Seal process as part of the project Supporting the Career Development of Women Judges in Algeria, implemented with the support of UNDP Algeria. This initiative marks an important milestone in strengthening institutional capacity to advance gender equality. By becoming the first Ministry of Justice in the region to commit to the Gender Equality Seal for Public Institutions process, Algeria’s Ministry of Justice is paving the way for institutional transformation aimed at more fully integrating gender equality into its operations, policies, and practices. The Ministry’s Gender Equality Committee, formally established as part of this commitment, is responsible for guiding, coordinating, and overseeing implementation of the Seal within the institution, while ensuring alignment with national priorities and international standards. “We are beginning this training as part of the Gender Equality Seal process within the Ministry of Justice. We are currently in the first phase—the commitment stage—and are enthusiastically preparing to move on to the next one.” — Ms. Aïcha ZINAI, Gender Expert supporting the Gender Equality Seal for Public Institutions process. Key Takeaways The training enabled participants to gain a deeper understanding of the Gender Equality Seal methodology, its different stages, requirements, and practical implications. As the Ministry of Justice is currently engaged in the initial phase of the process, establishing a common understanding emerged as a critical condition for the success of this initiative. Discussions focused on the roles and responsibilities of Committee members, as well as the procedures required to meet the certification criteria. Participants also explored how institutional mechanisms can promote gender equality while taking into account the sociocultural factors that may influence implementation of the process. One of the training’s key outcomes was the development of a draft action plan outlining priorities, timelines, and responsibilities. This roadmap provides a concrete foundation for advancing the Gender Equality Seal process and strengthening accountability within the institution. The training also fostered a collaborative dynamic among participants. Thanks to the balanced representation of women and men on the Committee, discussions became increasingly interactive, allowing participants to share experiences and jointly identify solutions to common challenges. “This training focused on reviewing the roles and responsibilities of Committee members, as well as the procedures required to achieve our objective—obtaining the Gender Equality Seal.” — Ms. Isma AISSIOU, Head of Studies and Synthesis and Chair of the Gender Equality Committee. Why It Matters The experience of Algeria’s Ministry of Justice demonstrates that the Gender Equality Seal for Public Institutions is a practical and transformative tool for institutional change. By establishing a dedicated committee, strengthening the capacities of its members, and developing a clear action plan, the Ministry is laying the groundwork for sustainable progress toward gender equality. The Seal supports public institutions in identifying gaps, implementing targeted actions, and monitoring progress across the key dimensions of their institutional performance. As demonstrated by the Ministry’s formal commitment to this initiative, this structured approach contributes to more inclusive governance and higher-quality public services. Looking Ahead Moving forward, continued implementation of the action plan and ongoing learning will be essential. Participants emphasized the importance of maintaining exchanges with institutions that have already completed the certification process, as well as benefiting from continuous technical support to address challenges specific to the national context. As the process moves forward, this training marks an important milestone. It demonstrates how targeted capacity development, combined with strong institutional commitment, can translate into tangible progress toward more gender-responsive public institutions. “This training gave us a better understanding of the Gender Equality Seal approach and the steps involved. It strengthened the capacities of the steering committee and reinforced our commitment to promoting gender equality across our sector.” — Ms. Samia BOUBRIT, Deputy Director for Implementation and Monitoring and Secretary of the Gender Equality Committee. × Link!
